In Kazakhstan, requirements for private schools are being tightened.
According to the new rules, the opening of private schools will only be permitted in areas where there is a real need. Licenses for the establishment of educational institutions will be issued only in cases where it is necessary to replace existing three-shift schools or those closing due to emergency conditions, as well as in regions where there is a shortage of state educational establishments.
In addition, the legislation will strengthen the requirements for the founders of these schools. "Founders will be held accountable for the quality of the educational process, the qualifications of teachers, and the safety of students. The procedure for appointing directors will also undergo changes. Now decisions on appointments will be made with consideration of coordination with local executive bodies and the sectoral ministry, rather than solely at the discretion of the founders," the ministry added.
According to the ministry, as of early January 2026, there are 890 licensed private schools operating in Kazakhstan. The government intends to impose a moratorium on placing state orders in new private educational institutions.
