GKNB: Former Head of GNS Admits Guilt, 4.3 Billion Soms Returned to the State

The State Committee for National Security (SCNS) responded to the decision of the Lenin District Court of Bishkek regarding the former head of the Tax Service, Altynbek Abduvapov, and his deputy, Islambek Kydyrgychov.

According to information provided by the SCNS, both were arrested on December 6, 2024, as part of a criminal case initiated under Article 337, Part 3 of the Criminal Code of the Kyrgyz Republic, for abuse of official position.

The crimes were committed before the new amendments came into force, which tightened penalties for corruption and official misconduct. Therefore, the court applied the provisions of the old version of the Criminal Code, which allowed for fines in cases of guilty pleas and procedural agreements.

During the investigation, both defendants fully admitted their guilt and compensated the state for damages amounting to 4 billion 307 million soms.

The special services noted that their confessions and the investigative actions taken allowed for the uncovering and dismantling of a persistent corruption scheme within the Tax Service, involving officials and employees of the central office's inspection department.

The SCNS also emphasized that the results of the investigation helped the tax authorities fully meet the tax and insurance contribution collection plan for 2025 and ensured additional revenues of 40 billion soms.

The investigation into the case of other participants is ongoing, and the public will be informed about its results and the measures taken later, as noted by the agency.

It is also worth mentioning that by the court's verdict, Altynbek Abduvapov and Islambek Kydyrgychov are required to pay fines of 400,000 and 300,000 soms, respectively, to the state. In addition, both are deprived of the right to hold certain positions, ranks, and awards.
