Fine and Disqualification of Awards. The former chairman of the State Tax Service Abduvayev and his deputy Kydyrgichov have been sentenced.

- On January 13, the Lenin District Court of Bishkek announced the verdict for Altynbek Abduvapov, the former chairman of the State Tax Service, and his deputy Islambek Kydyrgychov.

The interrogation of these individuals took place on December 5-6, 2024, at the State National Security Committee (GKNB). A few days prior, searches were conducted in four district offices of the State Tax Service in the capital.

Since their detention, the former officials had been held in the GKNB detention center, and their detention period was extended until January 14, 2026.

The verdict, issued on December 25, 2025, found Abduvapov and Kydyrgychov guilty of crimes under Article 337, Part 3 of the Criminal Code of Kyrgyzstan, concerning "Abuse of Office."

The court imposed a fine of 4,000 calculation indicators on Abduvapov, which is equivalent to 400,000 soms.

Kydyrgychov, in turn, was fined 3,000 calculation indicators, amounting to 300,000 soms.

Additionally, both former officials were stripped of the right to hold certain positions or engage in specific activities.

The other defendant in the case, T.A.A., was also found guilty of abuse of office and illegal trafficking of weapons and ammunition, and was fined 330,000 soms, with similar restrictions on engaging in certain activities.

Furthermore, Abduvapov and Kydyrgychov were stripped of all special ranks, class ranks, and state awards.

The measure of restraint for both was changed from detention to a written undertaking not to leave until the decision comes into legal force.

As for T.A.A., his measure of restraint remained unchanged.

Background of the Case

Former head of the State Tax Service Altynbek Abduvapov and his deputy Islambek Kydyrgychov were interrogated at the GKNB on December 5-6, 2024, and the following day they were placed in the temporary detention facility of the GKNB.

Three days prior, searches were conducted in several offices of the State Tax Service in the capital.

According to the GKNB, a number of large producers and importers of excise goods, including alcohol and tobacco products, ignored the facts of withdrawal and rejection of documents, which led to significant losses for the state.

"In 2024, the employees of the State Tax Service did not respond to numerous facts of withdrawal of waybills, the total value of which exceeded 3.2 billion soms," the GKNB stated.

According to the investigation, 1 million electronic waybills were returned, but no waybill was checked by inspectors. The total turnover for electronic waybills amounted to 464 billion soms, and the amount of unpaid taxes reached 30 billion soms.

Later, the GKNB reported that Abduvapov had assets worth $55 million identified both in Kyrgyzstan and abroad, including a house in Bodrum, a commercial enterprise in Almaty, and other assets.

Article 337. Abuse of Office of the Criminal Code of the Kyrgyz Republic

(As amended by the Law of the Kyrgyz Republic dated December 31, 2024, No. 209)

1. The use of an official's position contrary to the interests of service, causing significant harm, is punishable by imprisonment for up to two years with deprivation of the right to hold certain positions.

2. The same act committed with the intent to derive benefits for oneself or others is punishable by imprisonment for two to five years with deprivation of the right to hold certain positions.

3. An act causing serious harm through negligence is punishable by imprisonment for five to eight years with confiscation of property.

4. Acts committed by an official holding a responsible position are punishable by imprisonment for eight to ten years with confiscation of property.
