GKNB: Former Head of the State Tax Service Abduvaporov and his Deputy Kydyrgychov admitted guilt and compensated for damages of 4.3 billion soms
The verdict included a fine and deprivation of awards for the former chairman of the State Tax Service, Abduvaporov, and his deputy, Kydyrgichov. According to the GKNB, the arrest took place on December 6, 2024, as part of a criminal case related to Article 337 Part 3 of the Criminal Code of the Kyrgyz Republic ("Abuse of official position"). The crime was committed before the adoption of new amendments to the Criminal Code that strengthened penalties for corruption and official misconduct. The court applied the old provisions of the Criminal Code, allowing for a fine in exchange for a guilty plea and procedural agreement.
As a result of the investigation, Abduvaporov and other suspects fully admitted their guilt and paid compensation to the state in the amount of 4 billion 307 million soms.
The GKNB noted that the obtained confessions and the results of operational work allowed for the identification and elimination of a persistent corruption scheme within the tax service. Employees of the Inspection Department of the central office of the State Tax Service and other officials were involved in this scheme.
“The implementation of these measures positively affected tax revenues: by the end of 2025, tax and insurance contributions exceeded projected figures by 40 billion soms. Currently, the investigation into the other participants in the case is ongoing,” the GKNB reported.
Background of the situation:
Former leaders of the State Tax Service, Altynbek Abduvaporov and Islambek Kydyrgichov, were summoned for questioning at the GKNB on December 5-6, 2024, after which they were placed in the temporary detention facility of the GKNB on December 6.
On the eve, on December 3, searches were conducted in four district departments of the State Tax Service in Bishkek.
According to the GKNB, a number of large producers and importers of excise goods (including alcohol and tobacco) were supplying goods primarily to the southern regions of the country, but recorded deviations and annulled accompanying documents in their accounting data.
“Employees of the State Tax Service ignored numerous cases of annulment and deviation of waybills for excise goods in Bishkek throughout 2024, totaling over 3.2 billion soms,” the GKNB stated.
The special service also found that 1 million ETTNs were returned, but none of them were checked by tax officials. The total amount of ETTNs was 464 billion soms, with the amount of unpaid taxes reaching 30 billion soms.
Furthermore, the GKNB reported that former chairman of the State Tax Service Abduvaporov had assets both in Kyrgyzstan and abroad worth $55 million, including a house in Bodrum, Turkey, a commercial enterprise in Almaty, real estate in Bishkek, and shares in the construction business.

Article 337. Abuse of official position of the Criminal Code of the Kyrgyz Republic

1. The use of official position contrary to the interests of service, resulting in significant harm,
- is punishable by imprisonment for up to two years with deprivation of the right to hold certain positions or engage in certain activities.
2. Actions committed with the intent to gain benefits for oneself or others,
- are punishable by imprisonment for a term of two to five years with deprivation of the right to hold certain positions or engage in certain activities.
3. An act committed through negligence that caused serious harm,
- is punishable by imprisonment for a term of five to eight years with confiscation of property and deprivation of the right to engage in certain activities.
4. Acts provided for in parts 1, 2, or 3, committed by an official holding a responsible position,
- are punishable by imprisonment for a term of eight to ten years with confiscation of property and deprivation of the right to engage in certain activities.
