The State Committee for National Security of Kyrgyzstan commented on the sentences against the former head of the State Tax Service and his deputy.
The sentence against the former head of the State Tax Service, Altynbek Abduvapov, and his deputy, Islambek Kydyrgychov, has been issued.
The State National Security Committee (GKNB) of Kyrgyzstan provided clarifications regarding the guilty verdict handed down by the Lenin District Court of Bishkek against Abduvapov and Kydyrgychov.
The detention of A.A.K. and K.I.N. took place on December 6, 2024, as part of a criminal case initiated by the GKNB of the Kyrgyz Republic under Article 337, Part 3 of the Criminal Code of the Kyrgyz Republic, concerning abuse of official position. These actions were committed before the legislation was amended to tighten penalties for corruption. As a result, the conviction occurred under the old version of the Criminal Code, which allows for a fine provided there is an admission of guilt and compensation paid to the state budget.
Both defendants admitted their guilt and compensated the state for damages amounting to 4 billion 307 million soms.
Testimonies obtained from the main defendants, as well as investigative measures taken, revealed a persistent corruption scheme in the tax system, involving employees of the Central Apparatus Tax Inspection and other officials.
The GKNB's work in dismantling corruption schemes contributed to the achievement of the tax and insurance contribution collection plan for 2025, increasing revenues by 40 billion soms above the planned amount.
The investigation of the criminal case continues regarding other participants, and information about the results will be communicated to the public.

The Lenin District Court of Bishkek issued a verdict on December 25, 2025, finding Abduvapov and Kydyrgychov guilty under Article 337, Part 3 of the Criminal Code of the Kyrgyz Republic for abuse of official position.
The court imposed a fine of 4,000 calculation indicators on Abduvapov, amounting to 400,000 soms, and 3,000 calculation indicators on Kydyrgychov, which is 300,000 soms.
Both former leaders are prohibited from holding certain positions and engaging in relevant activities.
Another participant in the case, T.A.A., was also found guilty under Articles 41, Part 4, and 337, Part 3 of the Criminal Code of the Kyrgyz Republic, as well as Article 267, Part 2 for illegal trafficking in weapons and ammunition.
The court imposed a fine of 330,000 soms on him, along with a prohibition on holding certain positions.
Additionally, Abduvapov and Kydyrgychov were stripped of their special ranks, class ranks, and state awards.
The measure of restraint for both was changed from detention to a signed pledge not to leave until the verdict comes into force. For T.A.A., the measure of restraint remained unchanged.
