Why did the former head of the Tax Service Abduvayev get off with a fine? The response from the GKNB

The State Committee for National Security (GKNB) of the Kyrgyz Republic clarified the circumstances surrounding the sentence handed down to former head of the State Tax Service Altynbek Abduvapor and his deputy Islambek Kydyrgichov. Both were convicted under the previous version of the Criminal Code, as the crime was committed before the sanctions for corrupt actions were tightened.
During the investigation, all parties involved in the case admitted their guilt and compensated the state for damages amounting to 4 billion 307 million soms, which is equivalent to over 49 million US dollars. This circumstance allowed for a procedural agreement on a guilty plea and the imposition of a penalty in the form of a fine in accordance with the norms in effect at that time.
The GKNB noted that the detention of the individuals occurred on December 6, 2024, as part of a criminal case initiated under part 3 of Article 337 of the Criminal Code of the Kyrgyz Republic ("Abuse of official position"). The confessions and investigative actions helped to identify and dismantle a persistent corrupt system within the Tax Service, involving both the agency's leadership and employees of the Central Office of Inspections.
The GKNB also emphasized that the elimination of this scheme contributed to the achievement of the tax and insurance contribution collection plan for 2025, as well as ensured additional budget revenues of 40 billion soms beyond the planned amount.
The investigation into other participants in this case is ongoing, and the public will be informed of the results achieved later.
