The Committee of the Jogorku Kenesh approved the bill on amendments to the law on personalized (individual) accounting of citizens in the first reading.
The First Deputy Minister of Digital Development and Innovative Technologies, Nursultan Kubanov, emphasized that this draft law is aimed at eliminating internal contradictions and simplifying the procedure for issuing personal identification numbers to citizens of the Kyrgyz Republic, foreigners, and stateless persons.
During the discussion, Deputy Seyidbek Atambaev highlighted the mechanisms for correcting possible technical errors in assigning the personalized identification number. Deputy Santalat Amanova, stressing the importance of the draft law, proposed to clearly define the authorized body responsible for issuing identification numbers. Deputy Gulsharkan Kultaeva raised the issue of preserving the history of the old number when it is changed or corrected. Sovetbek Rustambek uulu pointed out the procedure for assigning identification numbers to foreign citizens and stateless persons.
The Chairwoman of the Committee, Toktobubu Ashymbaeva, also raised the issue of the need for information integration of databases between various ministries and agencies.
