The Housing Committee approved in the first reading a $30 million loan from the OPEC Fund to support sustainable growth.

- During the meeting of the Committee of the Jogorku Kenesh on International Affairs, Defense, Security, and Migration, a draft law concerning the ratification of the loan agreement "First Program for Sustainable and Inclusive Growth" between the Kyrgyz Republic and the OPEC Fund for International Development was reviewed and approved in the first reading.

This agreement was signed in Bishkek on September 22, 2025.

The Deputy Minister of Finance, Nurbek Akjolov, noted that the agreement aims to provide budget support amounting to 30 million dollars. These funds will be used to promote the socio-economic development of the country, specifically:

- to ensure sustainable and equitable energy supply,  

- to improve the quality of social services,  

- to enhance resilience to climate change,  

- to strengthen financial stability,  

- to create a more favorable business environment.

The loan terms are as follows:  

- loan amount — 30 million dollars,  

- repayment period — 20 years,  

- grace period — 5 years,  

- interest rate — 1.25% per annum.

The Deputy Minister emphasized that the specified funds will allow for the implementation of the government's priority areas in green economy, social protection, and energy stability, especially in the context of the current energy crisis and the need to diversify funding sources.

The draft law received approval in the first reading and will be sent for further discussion in parliament.
