The State Institution "Kyzmat" clarified the situation regarding the change of PIN due to gender change.
The press service of the State Institution "Kyzmat" stated that the organization does not engage in initiating or proposing changes to the personal identification number (PIN) based on gender change.
According to the State Institution "Kyzmat," on January 19, a draft law proposed by the Ministry of Digital Development and Innovative Technologies of the Kyrgyz Republic was discussed at a meeting of the Committee of the Jogorku Kenesh. This project aims to streamline the process of assigning and changing the PIN in cases of technical errors, number duplication, as well as incorrect data regarding gender and date of birth, and in other circumstances provided for by law.
The Deputy Director of the State Institution "Kyzmat," Ernes Dosaliev, provided an example of gender change ("a man changed his gender") solely in a hypothetical context to illustrate potential legal issues. This example does not reflect any practical solutions or initiatives from the State Institution "Kyzmat."
The key principle of the draft law under consideration is that "one person - one PIN," which also implies support for data accuracy in state information systems. The State Institution "Kyzmat" urges the media to consider the official positions of the organization and to avoid misunderstandings and misinterpretations.
