Traffic Police: There are no conditions in the regions for a full detection of driver intoxication
On January 15, at a meeting of the Jogorku Kenesh, the deputy head of the Department of Road Safety of the State Traffic Safety Department reported a shortage of narcological centers, doctors, and qualified specialists in the regions. These issues complicate the assessment of drivers' conditions.
The deputy head noted the presence of staffing and infrastructure problems, which hinder the necessary procedures, the media reports.
According to him, the assessment of drivers' conditions is carried out using an alcohol tester, which only determines whether a person is in a state of alcohol intoxication.
On the same day, the deputies discussed the draft law "On Amendments to Certain Legislative Acts of the Kyrgyz Republic on Ensuring Road Safety" in the first reading.
The initiator of this draft law was the Chairman of the Cabinet of Ministers.
The Deputy Minister of Internal Affairs, Oktobur Urmambetov, presented information about the draft law. He reported that the document was developed as part of the implementation of the presidential decree on urgent measures to enhance road safety, signed on December 7, 2021, under number 548.
It is proposed to amend a number of legislative acts aimed at preventing offenses in the field of road safety, including increasing responsibility for drivers operating vehicles under the influence of alcohol, drugs, or other intoxicating substances. "It is also proposed to introduce a requirement for a driver's license for operating mopeds of subcategory 'A1'," added Urmambetov.
During the discussion, Deputy Dastan Bekeshev proposed creating separate lanes for drivers of individual mobility devices. Deputy Bolot Ibragimov expressed support for the idea of increasing criminal liability for driving under the influence and suggested raising fines for such violations. He also noted the need to reduce corrupt practices in imposing fines. Deputy Marlen Mamataliyev proposed increasing the reward for employees of the State Traffic Safety Department from 10% to 50% of the fine amount. Jylzyz Egenberdieva raised the issue of using modern tools to measure alcohol content in the body. As a result of the discussion, the draft law was adopted in the first reading.
