The Housing Committee approved in the first reading a bill to tighten responsibility for drunk driving.
The document also states that a driver's license will be required to operate mopeds.
Today, January 13, the Committee of the Jogorku Kenesh, which deals with issues of the judicial system, law enforcement, and combating crime, reviewed and approved in the first reading a draft law titled "On Amendments to Certain Legislative Acts of the Kyrgyz Republic on Ensuring Road Traffic Safety."
The proposals in the draft law include extending the period of driver's license suspension for driving a vehicle under the influence of alcohol—from one year to two years, and in the case of a repeated offense, the period may increase to four years.
Responsibility for refusing medical examination will also be strengthened: instead of a short-term arrest, a long-term suspension of the driver's license may be applied. For drivers who repeatedly drive under the influence without a license, the possibility of administrative arrest is being considered.
Furthermore, if driving under the influence leads to serious harm to health or death, the draft law provides for stricter penalties under criminal legislation, including long prison sentences and mandatory revocation of the right to operate vehicles.
Deputy Minister of Internal Affairs Oktobyr Urmambetov noted that the draft law also proposes the introduction of a mandatory driver's license of subcategory "A1" for operating mopeds, which, according to the developers, should help improve discipline among road users and reduce the number of traffic accidents.
