The State Duma adopted a bill to tighten responsibility for traffic rule violations in the first reading
This bill amends the Criminal and Criminal Procedure Codes, the Code of Administrative Offenses, and the law on road traffic. The initiative comes from the cabinet of ministers and has been developed in accordance with the president's decree on the necessity of ensuring safety on the roads. Deputy Minister of Internal Affairs Oktobyr Urmambetov presented the project, which proposes a number of changes:
- to increase responsibility for drivers in traffic accidents that result in the death of one or more people if they were under the influence of alcohol or drugs;
- to abolish the possibility of exemption from liability through reconciliation with the victim;
- to prohibit the application of probation for those who caused a fatal traffic accident;
- to increase the term of administrative arrest for driving under the influence to 20 days;
- to recognize mopeds as mechanical vehicles and require their drivers to have a category A1 driver's license;
- to increase the terms of arrest and the amounts of fines for other types of violations.
