The Housing Committee approved tightening penalties for traffic rule violations

Today, January 13, at a meeting of the committee of the Jogorku Kenesh, which deals with issues of law and order and combating crime, a bill aimed at tightening penalties for traffic violations was approved in the first reading.

The proposed bill includes amendments to the Criminal and Criminal Procedure Codes, the Code of Offenses, and the law on road traffic. The initiator was the cabinet of ministers, and the amendments were prepared in accordance with the president's decree on the need to enhance road safety.

Deputy Minister of Internal Affairs Oktobyr Urmambetov presented the bill, which proposes the following innovations:

  • increased responsibility for drivers who are the cause of traffic accidents resulting in fatalities, especially when under the influence of alcohol or drugs;
  • the abolition of the possibility of exemption from liability through reconciliation with the victim;
  • prohibition of probation for individuals guilty of traffic accidents with fatal outcomes;
  • increased administrative detention for driving under the influence to 20 days;
  • equalization of mopeds with motor vehicles and the requirement for a category A1 driver's license;
  • increased terms of detention and amounts of fines for other violations.
During the discussion, deputies Azamat Israilov and Ulukbek Uzakbaev noted that it would be worth considering the introduction of additional fines for drivers who commit serious violations while intoxicated, instead of simply revoking their licenses.

As a result of the discussion, the deputies unanimously supported the concept of the bill.
