Some public services may be transferred to private companies without state procurement.
The Ministry of Economy is initiating the simplification of the rules for providing state and municipal services.
At a meeting of the committee of the Jogorku Kenesh dedicated to constitutional legislation, state structure, local self-government, and regulations, a draft law was presented concerning amendments to the Law "On State and Municipal Services".
The document was presented by Choro Seyitov, Deputy Minister of Economy and Commerce. The aim of the draft law is to reduce bureaucracy in the field of public services and increase their efficiency.
According to the new proposals, state and municipal organizations will be able to transfer the execution of services or individual stages of their provision to private individuals without using the mechanism of state procurement, following a separate procedure that will be established by the Cabinet of Ministers. At the same time, control over pricing and compliance with service standards will remain with the state.
Furthermore, the draft law prohibits requiring citizens and businesses to provide documents and certificates that are already held by state authorities and can be obtained through the inter-agency electronic interaction system "Tunduk".
Among other proposals is the simplification of the standards for state and municipal services by reducing mandatory requirements and abandoning the mandatory approval of administrative regulations, which will strengthen the role of internal regulations of state bodies.
In a separate section of the document, the procedure for providing paid state services is clarified: free services will remain within the framework of state orders, while services exceeding the established quota may be provided on a paid basis. For certain categories of services, it is possible to set a price above the cost price for the purpose of updating the material and technical base and improving the quality of services provided.
