The deputy reminded about the sad experience of outsourcing government services.


The Ministry of Economy has presented a new draft law concerning the transfer of certain state and municipal services to private entities.


During a meeting of the Jogorku Kenesh Committee on Constitutional Legislation, Deputy Dastan Bekeshev raised the issue of the negative consequences of outsourcing state services.

In the course of the discussion on the draft law proposed by the Ministry of Economy, he noted that he is not against outsourcing per se, but insists that the current version of the document requires revision, especially regarding the requirements for private contractors.

Bekeshev cited examples of unsuccessful experiences when the city administration outsourced garbage collection, which led to numerous disputes. He also recalled a case involving the evacuation of vehicles, where the functions of the State Traffic Safety Inspectorate were transferred to private companies, and the cost of services reached nearly 3,000 soms, ultimately leading to the cancellation of this practice with the involvement of the prosecutor's office.

Additionally, he mentioned problems with the registration of mobile devices by IMEI codes, when a company with signs of fraud disappeared without paying salaries to its employees.

The deputy believes that the law should contain clear qualification requirements for contractors, mechanisms for accountability in case of their liquidation, as well as protection and storage of citizens' personal data.

Bekeshev reported that he has sent his recommendations for revising the draft law and expressed hope for support from his colleagues in the subsequent discussion.

The draft law proposed by the Ministry of Economy suggests the possibility of transferring state services or their individual stages to private companies and individual entrepreneurs.
