Dastan Bekeshev reminded of past failures when public services were outsourced
At the meeting of the committee on constitutional legislation held on January 13, a draft law was reviewed that proposes the possibility of outsourcing certain services provided by state and municipal authorities.
Bekeshev reminded everyone of the existing legislative framework for outsourcing, but pointed out the negative experiences from its implementation in the past.
“I am not against outsourcing in general, but it is necessary to make changes to the draft law. It is important to establish requirements for companies and individual entrepreneurs. We have already had a sad experience: the city administration transferred garbage collection to a private company, and it turned out to be a failure. A private company was also responsible for the evacuation of cars by the traffic police, and the cost of services was excessively high — up to 3,000 soms for evacuation. Thanks to the intervention of the prosecutor's office, this was canceled. The registration of mobile devices by IMEI codes was handed over to an international company that disappeared without paying its employees, and now it doesn't even exist. Therefore, it is necessary to clearly define the qualification requirements for those to whom we entrust state services. What will our actions be if such a company disappears? They will have our personal data,” Bekeshev noted.
It should be reminded that the cabinet of ministers proposed a draft law to the Jogorku Kenesh that would allow private contractors to provide certain state and municipal services. Deputy Minister of Economy Choro Seitov explained that this is being done to reduce the administrative and labor burden on state institutions. It is expected that tariffs may increase by 10%.
