According to the institution's press service, Dosaliev's statements that "the man changed his gender" were made solely in a hypothetical context and served to illustrate potential legal conflicts.
“The example mentioned by Dosaliev, [editor's note] does not correspond to the practices or initiatives of the State Institution 'Kyzmat'. The institution does not offer or initiate changes to the PIN based on gender change,” the statement emphasizes.
During the meeting of the Jogorku Kenesh Committee of the Kyrgyz Republic held on January 19, a draft law prepared by the Ministry of Digital Development was reviewed. The purpose of this draft is to establish a procedure for assigning and changing the PIN in cases of technical errors, number duplication, as well as incorrect indication of gender or date of birth, and in other cases provided for by law.
The main objective of the draft law is the principle of "one person - one PIN," which should ensure the accuracy of data in state information systems,” the clarification added.
