Ernes Dosaliev: A man became a woman, and he needs help to quickly obtain a PIN

At the meeting of the Committee of the Jogorku Kenesh on Science, Education, and Other Important Issues, Ernes Dosaliev, Deputy Director of the State Institution "Kyzmat," raised the issue concerning a transgender individual in Kyrgyzstan who recently changed their gender from male to female. He emphasized the need for a swift resolution regarding the issuance of a new PIN code for this person.

Dosaliev reported that their institution received an application from the transgender individual who faced difficulties due to the lack of an updated PIN. "Without it, the transgender person will not be able to perform important actions. If we follow the current legislation, changing the PIN will require amendments to the law, which will take quite a long time. However, the situation requires prompt intervention," he added.

According to him, the government has the ability to change the rules for issuing PIN codes through its decrees in certain cases. "There are many instances where citizens complain about incorrect PIN assignments. The main goal of the government is to simplify the lives of citizens," emphasized Ernes Dosaliev.

Transgender is a person whose gender identity does not match the sex assigned to them at birth. This concept is not related to sexual orientation but reflects an internal perception of one's identity.

The World Health Organization emphasizes that being transgender is not a mental disorder but rather a characteristic of personal development.

In most countries, changing gender status in documents is possible through a court decision or based on a medical conclusion. These procedures are aimed at protecting human rights and eliminating legal conflicts related to personal identification.
