In Kyrgyzstan, a man became a woman and the State Institution "Kyzmat" is considering a PIN change
On the agenda of the Jogorku Kenesh Committee on Science, Education, Innovative Development, Information Technologies, Culture, Sports, and Youth Affairs was also a draft law concerning the individual accounting of citizens of the Kyrgyz Republic within the framework of mandatory state social insurance.
Deputy Santalat Amanova emphasized the need for a clear definition of such cases and asked whether amendments to the current law are planned. She noted that the current draft law does not take into account medical or physiological aspects.
Ernes Dosaliev clarified that the issue of transgender individuals has been under consideration for a week. The goal of the draft law is to simplify interaction with the system and quickly resolve such situations, as all data is tied to the PIN.
“Previously, cases of gender change were considered as errors in the records of the maternity hospital, related to incorrect data entry. We encountered the issue of transgender individuals for the first time a week ago when a man declared his transformation into a woman. Before this, such situations were not accounted for in the legislation. If our proposals are approved, it will allow for the prompt resolution of such issues, as they are already included in the agenda and will be considered as a priority,” he explained.
