In Kyrgyzstan, from January 15 to February 15, a free replacement of indefinite driver's licenses has started. On the first day, large queues of drivers formed in the city of Karakol.

Residents are filming the queues and posting them on social media. They are asking questions about the possibility of opening additional windows or whether it is possible not to change the license.

According to the head of the Karakol branch of the State Center for Registration of Vehicles and Driver Personnel under the Presidential Administration, Talant Tyulezhanov, about 300 citizens came today to replace their licenses. "Currently, three windows are operating. In addition, document digitization is underway. Today, about 300 people came. Before lunch, we accepted documents from 60 citizens. We plan to accept documents from 150-200 people per day.

It all depends on the time. Some have all their documents in order, while others have to search for them in the archive. Therefore, it takes 5 minutes for one person and 15-20 minutes for another. Some received their driver's licenses earlier in other regions — in Osh, Jalal-Abad, Balakchy, Cholpon-Ata, and other areas. We send requests based on their documents and search for them in the archives, which takes time. Today we conducted explanatory work with the citizens who came. Some were helped to take an electronic queue through the "Tündük" app. There were also those who came only for information — they were explained what documents are necessary," he said.

Indefinite driver's licenses are currently being replaced without a medical certificate and free of charge. "The replacement is done voluntarily. No one is forcing anyone to change their license. The main goal is for citizens to receive new, more secure driver's licenses. The old samples are not digitized and are not recognized in several neighboring countries, which creates difficulties when using the document outside the country.

In this regard, those who plan to use their driver's license abroad are recommended to switch to the new sample to legalize the document and bring it in line with modern international requirements. In addition, the new licenses have more reliable security features. There are also those who say: 'I don’t travel outside Kyrgyzstan, I don’t need this' — that is their right. There is no compulsory replacement, and there are no fines for refusal," Tyulezhanov explained.
