Cancellation of service charges in cafes and restaurants: authorities explained the reason for the decision
According to Jumabekov, the president's administration has instructed the preparation of amendments to regulatory acts. During discussions with restaurateurs and entrepreneurs, various comments were proposed, which led to a delay in the implementation of the new rules. As a result, they will come into effect on January 1, 2026.
Ruslan Kazakov, head of the consumer rights protection department of the Antimonopoly Regulation Service under the Ministry of Economy and Commerce of the Kyrgyz Republic, noted that a public offer operates in the catering sector, where the menu effectively acts as a contract. Visitors can either agree to the stated prices or refuse to place an order.
According to current trading rules, establishments have the right to set their own prices. However, now adding service percentages to the amount in the menu will be considered a violation and will entail administrative liability. All costs, including staff wages, must be included in the final price of the dish as stated in the menu.
