Antimonopoly Authority Threatens Restaurants and Cafes with Fines for Expensive Menus

Editorial office of VB.KG received complaints from residents of Bishkek expressing dissatisfaction with the rise in prices for dishes in restaurants and cafes following the cancellation of service charges. In response to these complaints, we contacted the Antimonopoly Regulation Service of the Ministry of Economy and Commerce of the Kyrgyz Republic, from which we received a comment from the chairman, Jenaly Orozbaev.

As of January 1, 2026, a resolution from the Cabinet of Ministers came into effect, which amended paragraph 141. Now establishments cannot charge additional percentages for table setting and waiter services. However, after this reform, the Service began receiving complaints from consumers that dish prices had increased, and they do not see a clear difference in service quality.

Orozbaev noted that this development was expected. Previously, restaurants set their own service percentages — from 7 to 15%, which sometimes were not reflected in the bill and might not reach the waiters, but were still mandatory charges for customers. Now, however, prices must be transparent, and all amounts go through the tax system.

Restaurants are required to enter into employment contracts with waiters, where their salaries are fixed. According to Orozbaev, the variety of cafes and restaurants in Kyrgyzstan may lead some customers to decide not to visit establishments with new menu prices.

He also reminded about the existing law on consumer rights protection and metrological control. A plan for inspections has already been developed, and service staff will conduct scheduled inspections in cafes and restaurants. If it is found that dish prices are unreasonably high or weight standards are violated, such establishments may be fined.

In the case of a consumer complaint, an unscheduled inspection may be conducted. Scheduled inspections are carried out with prior notification, while unscheduled ones are conducted based on citizen complaints," Orozbaev added.
