The number of migrants expelled from Russia decreased by a third in 2025
According to the Federal Bailiff Service, the number of expelled foreigners significantly decreased in 2025. Over the course of 11 months this year, 54,400 migrants and stateless persons were forcibly expelled, while for the same period in 2024, this figure was 79,000.
In 2024, there was nearly a twofold increase in the number of expulsions compared to 2023, but in 2025, this trend changed dramatically, and the number of expulsions began to decline.
The reason for this trend, according to the FSSP, was the extension of the presidential decree of the Russian Federation regarding temporary measures for regulating the legal status of certain categories of migrants. According to this decree, foreign citizens were required to put their legal documents in order by September 10.
