Since the early 1990s, 40 out of 71 kindergartens in the city of Osh have come under private ownership.

Since gaining independence, 40 kindergartens in Osh have been transferred to private hands and various state institutions. This was reported by Tynchtykbek Bektashtegin, head of the city education department.

As of 1991, there were 71 state preschool institutions operating in the city of Osh. However, from 1991 to 2004, 40 of them were privatized. "Since independence, as of 1991, there were 71 kindergartens in Osh. By 2004, 40 of them had been transferred to private hands. Only in 2011-2012 did active efforts begin to return these institutions. To date, 9 kindergartens have been returned to municipal ownership, including a kindergarten with 280 places on Kokum-Biy Street. However, 31 kindergartens have still not been returned," he noted.

According to sources, of those kindergartens that have not yet been returned, 16 are under the management of various state structures. These include an AIDS center, an oncology hospital, and some faculties of higher educational institutions. Additionally, about 15 kindergarten buildings are being used for production or other needs.

Tynchtykbek Bektashtegin also added that the Osh city administration and the city council are actively working on the return of preschool institutions through the courts. Once the buildings are returned, they undergo major repairs before being handed over to the education department.

He also reported that since 2009, new kindergartens have started opening in Osh. As a result, there are currently 70 state preschool institutions operating in the city, as well as more than 80 private kindergartens.
