Officials created a corruption scheme by illegally allocating land plots from the forest fund.
As part of an investigation conducted by the State National Security Committee (GKNB), the akim of the Bakai-Ata district A.B.M. and the director of the Talas Forestry A.N.Dzh., as well as other officials, were detained in the Talas region. The agency's press center reported on the systemic violations of legislation by these officials.
From 2022 to 2023, these individuals, having colluded, organized a scheme that allowed for the illegal allocation of plots from the state forest fund for recreational purposes. Lands located along the central highway were allocated to citizens M.N.I. (3.2 ha), K.u.Ch. (3 ha), A.G.A. (the akim's wife, 2 ha), and S.M.T. (1.2 ha). Recreation areas were built on these plots.
The allocation of plots occurred without the mandatory assessment of forest losses, without positive conclusions from environmental expertise, and without registration with the cadastral authorities, which constitutes a gross violation of the law.
The damage from the illegal evasion of forest loss payments exceeded 23 million soms.
Furthermore, in 2024, akim A.B.M., using his authority, in collusion with former deputy S.I.A. and former head of the rural area B.O.Dzh., issued a permit for the felling of 475 "pyramidal poplar" trees in the Bakai-Ata district, which also caused the state damage exceeding 5 million soms.
Both detainees, A.B.M. and A.N.Dzh., have been placed in a temporary detention facility. Work is underway to identify other participants in the corruption scheme.
