In the Talas region, the akim of the Bakai-Ata district, A.B.M., who previously held a position in the Talas regional department of the Ministry of Natural Resources, and the director of the Talas forestry, A.N.Dzh., have been detained. Other officials were also detained, as reported by the State Committee for National Security of the Kyrgyz Republic.
According to the information, these individuals committed systemic and serious violations of the legislation of the Kyrgyz Republic.
During the investigation, it was established that from 2022 to 2023, they organized a corrupt scheme under which they illegally provided land plots for recreational purposes. These plots belonged to the state forest fund and were located along the main road leading to the city of Talas. In particular, the lands were allocated to citizens M.N.I. (3.2 ha), K.u.Ch. (3 ha), A.G.A. (the akim's wife, 2 ha), and S.M.T. (1.2 ha). Recreation areas were built on these plots.
The process of land transfer occurred without proper calculations and payment of mandatory forest losses, without a positive conclusion from the environmental expertise, and without state registration in the cadastral services and architectural authorities. As a result, the damage from evasion of forest loss payments exceeded 23 million soms.
Furthermore, in 2024, akim A.B.M., acting in violation of official duties and without permitting documents, issued a permit for the felling of 475 pyramid poplars in the Bakai-Ata district in collusion with former deputy of the Ak-Dobo rural area S.I.A. and the former head of the same rural area B.O.Dzh. The damage caused to the state amounted to 5 million 310 thousand 505 soms.
Criminal cases have been initiated on these facts under Article 337 of the Criminal Code of the Kyrgyz Republic "Abuse of Office." A.B.M. and A.N.Dzh. have been detained and placed in the temporary detention facility of the Talas city police. Additional investigative actions are underway to identify other participants in the corrupt scheme.
