
According to information from the State Committee for National Security, from 2022 to 2023, these officials organized a corruption scheme in which they illegally provided land plots for recreational purposes. These plots, located along the central highway, belonged to the state forest fund. As a result of the land allocation, citizens received plots of land measuring: 3.2 ha — M.N.I., 3 ha — K.u.Ch., 2 ha — A.G.A. (the akim's spouse), and 1.2 ha — S.M.T., on which recreation areas were built.
The issuance of land plots occurred without the necessary calculations and payment for forest losses, there were no positive conclusions from the environmental expertise, and registration with the cadastral authorities was absent. The damage from evading the payment for forest losses is estimated at more than 23 million soms.
In addition, in 2024, akim A.B.M., using his authority and acting in the interests of third parties, without the necessary permits and in collusion with former deputy of the Ak-Dobo rural district S.I.A. and former head of the same rural district B.O.Dzh., granted permission for the cutting down of 475 "pyramidal poplar" trees. This also resulted in damage to the state amounting to 5 million 310 thousand 505 soms.
In addition, in 2024, akim A.B.M., using his authority and acting in the interests of third parties, without the necessary permits and in collusion with former deputy of the Ak-Dobo rural district S.I.A. and former head of the same rural district B.O.Dzh., granted permission for the cutting down of 475 "pyramidal poplar" trees. As a result of the operation, akim A.B.M. and director A.N.Dzh. were detained and placed in the temporary detention facility of the Talas city police department. An investigation is currently ongoing to identify other participants in this corruption scheme.
