The investigation suggests that the akim of the Bakai-Ata district, who previously headed the Talas regional department of the Ministry of Natural Resources, Ecology, and Technical Supervision, A.B.M., as well as the director of the Talas Forestry of the Ministry of Emergency Situations, A.N.Dzh., and other individuals created a corruption scheme between 2022 and 2023 that allowed for the illegal allocation of land plots located within the boundaries of the state forest fund for recreational purposes. These plots, located along the main road, were transferred to citizens M.N.I. (3.2 ha), K.u.Ch. (3 ha), A.G.A. (the akim's wife) (2 ha), and S.M.T. (1.2 ha), on which recreation areas were built.
The GKNB noted that the allocation of these lands was carried out without the necessary calculations and payment of mandatory forest losses, without positive conclusions from the state ecological expertise, and without registration in the cadastral services and architectural authorities. As a result of evading the payment of forest losses, the damage amounted to over 23 million soms.
Furthermore, in 2024, the akim, using his powers, despite the absence of permitting documents, in collaboration with former deputy of the Ak-Dobo rural district S.I.A. and former head of the rural district B.O.Dzh., issued a permit for the cutting down of 475 "pyramidal poplar" trees in the Bakai-Ata district, resulting in damage of 5 million 310 thousand 505 soms.
This incident has been registered under Article 337 ("Abuse of Office") of the Criminal Code of the Kyrgyz Republic. As a result, several officials have been detained and placed in the temporary detention facility of the Talas Internal Affairs Department.
As part of the investigation, work continues to identify others involved in this case.
