
In accordance with the instructions of the GKNB leadership to identify corrupt practices in local government bodies, serious violations of legislation were discovered on the part of the akim of the Bakai-Ata district state administration, A.B.M., as well as the director of the Talas Forestry A.N.Dzh. and other high-ranking officials.
From 2022 to 2023, acting in collusion, these individuals organized a corrupt scheme under which land plots were illegally allocated for recreational purposes. These plots, with a total area of 3.2 hectares (M.N.I.), 3 hectares (K.u.Ch.), 2 hectares (A.G.A., the akim's spouse), and 1.2 hectares (S.M.T.), were located in attractive areas along the main road leading to the city of Talas, where recreation zones were built.
The allocation of these land plots occurred without the payment of mandatory forest losses, without positive conclusions from the state ecological expertise, without registration in the cadastral authorities, and without the necessary permits from architectural and urban planning services. As a result, the state suffered damages of more than 23 million soms solely from the evasion of forest loss payments.
Additionally, in 2024, akim A.B.M., using his official powers, contrary to the interests of the service and without the appropriate permits, in collusion with former deputy of the rural area Ak-Dobo, S.I.A., and the former head of this rural area, B.O.Dzh., issued a permit for the felling of 475 pyramid poplar trees in the Bakai-Ata district, which also resulted in damage to the state amounting to 5 million 310 thousand 505 soms.
In connection with these facts, criminal cases were initiated under Article 337 of the Criminal Code of the Kyrgyz Republic "Abuse of official position." A.B.M. and A.N.Dzh. were detained and placed in a temporary detention facility. Currently, investigative and operational activities are ongoing to identify other participants in the corrupt scheme.
