Both detainees were part of a petition that was published in the media on February 9. This sparked active discussions on social media. The next day, February 10, President Japarov dismissed his associate Kamchybek Tashiev from the position of head of the State Committee for National Security (GKNB). Deputy Prime Minister Edil Baisalov and President's Press Secretary Askat Alagozov accused the signatories of the letter of inciting conflict between Japarov and Tashiev.
The authors of the petition are confident that there is an active discussion in society regarding the timing of the presidential elections, which is related to the operation of two constitutional norms: the old Constitution, under which the current president was elected, and the new one, under which the current government operates. They urged President Japarov to immediately initiate elections, emphasizing that a new president and his team would be able to continue successful initiatives and address existing problems.

In this regard, the Investigative Service of the Ministry of Internal Affairs has opened a criminal case under part 1 of article 278 of the Criminal Code of the Kyrgyz Republic (mass riots). During the investigation, two more individuals were identified and detained, the initiators and active participants of the crime: A.K., born in 1966, and K.A., born in 1968. They have been placed in a temporary detention facility in accordance with article 96 of the Criminal Procedure Code of the Kyrgyz Republic.
The suspects are accused of organizing mass riots and other illegal activities. Searches have been conducted at their places of residence.
According to preliminary data, they created a group that disseminated appeals for early presidential elections and attempted to convey unverified information to the public.
Current investigative actions are ongoing.
