
The Deputy Prime Minister pointed out the reasons for the split in power
Edil Baisalov, the Deputy Chairman of the Cabinet of Ministers, shared his view on the current political situation in Kyrgyzstan through his social media.
“I consider it important to openly and honestly express my opinion regarding recent events,” he noted.
For the past five years, it has been evident that President Sadyr Nurgozhoevich Japarov has been interacting with Kamchybek Kydyrshaevich Tashiev, creating a governance system. All important decisions were made only after joint discussions. This model of shared responsibility, which surprised many both within the country and beyond, lasted quite a long time.
If this system had continued to operate, it could have benefited the people. General Tashiev has repeatedly expressed his support for the president and his course, confirming that the current president has the right to continue the initiated reforms. These statements were clear and unambiguous.
However, recently some irresponsible individuals, labeled as “elderly pilots” and “political bankrupts,” began to use the name of the people's general for their own interests. Pursuing their own goals, they started to speak on his behalf and spread rumors about supposedly made decisions, creating an atmosphere of misunderstanding and conflict. This led to a destabilization that had been maintained for many years. Rumors began to circulate in society about dual power and the need for early elections, questioning the legitimacy of the current authority.
These provocateurs have caused a rift between Japarov and Tashiev, threatening the unity of society and the state.
For our state, such a situation is unacceptable. Power must be clear and concentrated in one center of responsibility, as defined by the Constitution.
President Japarov has sworn allegiance to the people and the Constitution of the Kyrgyz Republic, and his primary task is to ensure the unity and stability of the state, as well as to uphold the Constitution and prevent the usurpation of power in any form.
We must avoid the mistakes of the past, when serious decisions were made based on personal relationships or emotional approaches. The president must serve the people and the Constitution, not personal interests or connections.
As a mature political society, we cannot afford to reduce the discussion of important state issues to personal conflicts.
It is also necessary to recognize that in recent years there has been a certain imbalance in governance, both at the government level and at the local level. The excessive concentration of functions in security agencies has led some of their representatives to overstep their authority, creating an atmosphere of fear in society. This has provoked justified criticism from civil society and youth.
In our history, there have been moments when legality was replaced by political expediency. Violating the principle of the rule of law undermines the foundations of a constitutional state.
Distortions, even if justified by good intentions, contradict the spirit of our Constitution. The Kyrgyz Republic is a rule-of-law state, and we are obliged to protect the rights and interests of every citizen. We must leave in the past the period when certain bodies had powers that were not theirs.
I regret that this stage of our political history ended so unexpectedly. However, this period of ambiguity must come to an end. We must pay tribute to General Tashiev for his call for peace and stability, as well as for his refusal to engage in illegal actions.
Kyrgyzstan faces important tasks. We need to prepare for major international events and celebrate the 35th anniversary of our Independence, ensuring a calm and stable environment. Presidential elections must take place in January of next year as scheduled.
I can assure you that this year our multinational people and every family will feel an improvement in the level and quality of life. The government is working daily on this task set by the president.
We need to unite around the popularly elected president Sadyr Japarov and support his course toward strengthening legality and stability for the future of Kyrgyzstan,” concluded Baisalov.
