The initiators also sent an appeal to the Speaker of the Jogorku Kenesh
A group of 75 individuals, including scholars, former prime ministers, ex-deputies, and public figures, addressed President Sadyr Japarov and Speaker of the Jogorku Kenesh Nurlanbek Turgunbek uulu with an urgent request for the immediate initiation of new elections.
In their appeal, the signatories emphasize that "the current president was elected in 2021 based on the old Constitution." In the same year, in April, a new Constitution was adopted, according to which the presidential term is five years. The Law "On the Constitution of the Kyrgyz Republic," which came into force on May 5, 2021, contains clarifications regarding the terms of office of the president and the possibility of running for the highest position. According to Article 3, paragraph 1 of this law, "The President of the Kyrgyz Republic, elected in 2021 for six years, exercises his powers in accordance with the Constitution, and this term is counted as the first under this Constitution."
The appeal also reflects existing disagreements among lawyers and politicians: some believe that early elections are the only solution to the current situation, while others suggest waiting for the end of the six-year term.
The initiators are confident that holding early elections will help "avoid numerous interpretations, additional clarifications, public discussions, and possible appeals to the Constitutional Court."
In their letter, they list the achievements of the current authorities, such as the successful resolution of issues related to state borders, the fight against corruption and organized crime, as well as positive changes in the social sphere and the strengthening of the armed forces.
However, among the problems requiring urgent attention, the authors of the appeal noted the increase in public debt, rising prices, and the migration of the indigenous population.
In conclusion, the signatories conclude that "the first stage of the work of the current top leadership of Kyrgyzstan has been completed."
They emphasize the need for new incentives for the further development of the country and the transition to the second stage of quality work, which is the basis for their call for early elections.
