Edil Baisalov on who caused the rift between Japarov and Tashiev

Edil Baisalov, Deputy Prime Minister, expressed his views on his Facebook page regarding recent political events.

Here is his full text:

“For the past five years, it has been evident that the President of the Kyrgyz Republic, Sadyr Japarov, has been forming a system of state governance in close cooperation with his close ally Kamchybek Tashiev. All key decisions of state significance were made only after joint consultations and discussions. This model of shared responsibility became the foundation of their work and, surprisingly, lasted quite a long time, which astonished many both within the country and beyond.

This model and the decision-making process could have continued to serve the people well. We remember that General Tashiev publicly confirmed his support for the president multiple times, stating the importance of the course chosen by the head of state and the president's right to continue reforms. These statements were clear and open.

However, in recent months, some irresponsible individuals, old “has-beens” and “political bankrupts,” using the name of the people's general, began to behave as if they were the architects of history. In pursuit of personal interests, they started to speak on his behalf and spread rumors about supposedly made decisions regarding power and its upcoming changes, creating an atmosphere of uncertainty and hidden conflict.

It was their actions that began to undermine the stability that had been maintained for many years.
This led to the emergence of dangerous uncertainty. Rumors about dual power and the need for early elections began to spread in society, questioning the legitimacy of the current authorities.

These provocateurs and their opaque ambitions caused the rift between Sadyr Japarov and Kamchybek Tashiev, which threatens the stability of both society and the state.

This is unacceptable for the state. Power must be clear, constitutionally defined, and concentrated in one center of responsibility.

President Sadyr Japarov took an oath to the people and the Constitution of the Kyrgyz Republic. His primary task is to ensure the unity of the state, maintain stability, and guarantee the rule of law, preventing any usurpation of power.

We must not repeat the mistakes of the past, when important state decisions were reduced to discussions of personal friendships. The president must serve solely the people of the Kyrgyz Republic and the Constitution. No personal connections or past merits can prevail over his oath.

As a mature political society, we must not allow discussions of key state issues to be reduced to personal conflicts between two individuals.
I believe it is important to acknowledge that in recent years, a certain imbalance has arisen in the system of state governance, both in the government and in the regions.

The excessive concentration of power in security agencies has led some of their representatives to perceive themselves not as enforcers of the law, but, cloaked in authority, to exceed their powers, creating an atmosphere of fear and persecution. This has drawn justified criticism from civil society, entrepreneurs, and youth.

We have already experienced similar phases in our history when legality and legal norms were replaced by political expediency. When the principle of the rule of law is violated, it undermines the foundation of a constitutional state.

Excesses justified by good intentions do not align with the spirit of our Constitution. The Kyrgyz Republic must be a rule-of-law state that protects the legal rights of every citizen. The period of excessive power of certain agencies and institutional imbalance must remain in the past. We must strive for a mature rule-of-law state in which each authority acts strictly within its powers.

I regret that a certain phase of our political history has ended so unexpectedly for all of us. Nevertheless, this period of uncertainty had to come to an end. We must pay tribute to General Tashiev for his call for peace and stability and his refusal of any illegal actions.

Today, Kyrgyzstan faces important tasks. We are set to hold significant international events and to celebrate the 35th anniversary of our independence with dignity. We must ensure a calm and stable environment for this.

The presidential elections must take place on schedule—in January of next year.
I assure you that this year our multinational people, every family, and every citizen will feel a noticeable improvement in their quality of life. The people's government is working daily to fulfill this task set by the head of state. We need to unite around the democratically elected president Sadyr Japarov and support his course towards strengthening legality, constitutional order, and stability for the future of Kyrgyzstan.”
