
A group of significant public and state figures in Kyrgyzstan has sent an appeal to President Sadyr Japarov and Speaker of the Jogorku Kenesh Nurlanbek Turgunbek uulu, urgently calling for the initiation of early presidential elections. They believe that such a step will help resolve the legal uncertainties surrounding the presidential term and provide a new impetus for the country's development.
Among the signatories are not only activists but also well-known "heavyweights": former prime ministers, ex-deputies, and many deserving figures from various fields. This underscores that the demand for a renewal of legitimacy comes from the experienced part of the political and intellectual elite.
The new year, 2026, marks an important stage for Kyrgyzstan - the new Jogorku Kenesh has begun its work, allowing for a re-evaluation of the events that took place from 2021 to 2025. The authors of the appeal assert that during this period, the republic has made significant strides in its development.
Firstly, thanks to the actions of the new leadership, stability and legality have been established in the country.
Secondly, the Kyrgyz army, which was previously weak, has significantly strengthened over the past five years and is now capable of effectively defending the country.
It is also worth noting that in recent years, disputes over state borders with Uzbekistan and Tajikistan have been successfully resolved.
Furthermore, the fight against corruption has borne fruit: while only 200 million soms were collected in the budget before 2020, this amount has reached 352 billion soms over the past five years, indicating significant successes of the new leadership.
The situation with organized crime has also noticeably improved: over the past five years, the influence of criminal groups has been significantly reduced.
Finally, in the field of social development, many schools, roads, and cultural facilities have been built.
However, serious problems remain that hinder the further development of the country. First and foremost is the growing national debt, which is close to 9 billion dollars, and according to some data, may reach 12 billion dollars, despite the profits from the Kumtor deposit amounting to 5 billion dollars over the past five years.
It is also important to note the sharp rise in prices for goods and services, which leads to poverty affecting about two million people, of whom one million are children.
The economic situation also requires attention: more than 50% of the country's gross product consists of trade and services, while the share of industry remains extremely low.
Moreover, there is an outflow of youth abroad in search of better living conditions, which negatively impacts the country.
Analyzing the achievements and challenges, one can conclude that the first stage of the current leadership's work is complete. Therefore, Kyrgyzstan needs new initiatives and a transition to the second stage of work.
Discussion of the presidential elections in society is growing, as there is uncertainty regarding the terms of office of the current president, elected under the old Constitution, and the new Constitution adopted in 2021.
The current president was elected in 2021, and the new Constitution, established by referendum in April of that year, defines the presidential term as 5 years. It is important to note that the law "On the Constitution of the Kyrgyz Republic" states that the president elected in 2021 exercises powers in accordance with the new Constitution, and his term is considered the first.
Lawyers and political experts are divided into two opinions: some believe that early elections are the only way to resolve the issue, while others suggest waiting for the current term to end.

Considering the aforementioned problems and disputes surrounding the elections, we urgently call on you to initiate early presidential elections in Kyrgyzstan. This will help avoid uncertainty, disputes, and possible appeals to the Constitutional Court.
We are confident that a new president, gaining the trust of the people, will be able to continue working on solving pressing issues and implementing new effective initiatives, leading the country to prosperity," the appeal concludes.
