The Housing Committee is considering a bill to attract $31.8 million for the construction and major repairs of veterinary laboratories.
Deputy Minister of Agriculture Zhanibek Kerimaliev provided information to the deputies.
According to him, the project involves attracting international funding of $31.79 million, of which $30 million is a loan and $1.79 million is a grant from the International Development Association and the International Bank for Reconstruction and Development. The agreements were signed on July 11, 2025, in Bishkek.
“The loan will be issued for 50 years with a 10-year grace period and a zero interest rate. No additional expenses from the country's budget are planned,” he noted.
Kerimaliev also emphasized that the project is being implemented as part of the regional "One Health" program aimed at preventing pandemics, ensuring the resilience of food systems, and protecting ecosystems. The main areas of work include strengthening epidemiological surveillance of diseases in humans and animals, combating zoonotic infections, preventing antimicrobial resistance, and enhancing food safety.
Kerimaliev added that within the framework of the project, two large veterinary laboratories will be built and major repairs will be conducted on seven district laboratories.
Deputy Azizbek Tursunbaev (district No. 15) inquired about the locations of the new laboratories and the amount needed for their construction.
Adilet Sotovaldiyev, the director of the Veterinary and Animal Husbandry Development Service, answered this question, stating that the two laboratories will be located in the Kadamjay and Aksy districts.
Additionally, Kerimaliev pointed out that part of the products cannot pass export control due to the lack of necessary certificates. Conducting toxicological and parasitological research in the new laboratories will allow for certification and expand the export of agricultural products.
Tursunbaev added that grant funds should be used rationally, as the amount of $30 million is significant.
