• This project is aimed at preventing pandemics, as well as supporting the resilience of food systems and the health of ecosystems in Central Asia. The agreement was signed on July 11, 2025, in Bishkek between the Kyrgyz Republic and the International Development Association/International Bank for Reconstruction and Development, which acts as the administrator of the Trust Fund for Pandemic Prevention, Preparedness, and Response.
The draft law was initiated by the Chairman of the Cabinet of Ministers. The Deputy Minister of Water Resources, Agriculture, and Food Processing, Zhanibek Kerimaliev, emphasized that this project is aimed at improving the health of the population, animals, and the environment of the country.
According to him, the "Phase 1" project includes three key components: combating zoonotic infections, preventing antimicrobial resistance, and ensuring food safety.
According to the financing agreement, the implementation of the "Phase 1 Project for the Kyrgyz Republic under the 'One Health' Program" is provided with loan funds of 30 million dollars and grant funds of 1.79 million dollars. The loan is provided for a period of 50 years with a grace period of 10 years and at a zero interest rate.
