According to representatives of the cabinet of ministers, this bill aims to improve legislation regarding military duty and military service. It also proposes establishing proportionality in the amounts paid by citizens undergoing military service, as well as eliminating corruption risks associated with the application of the Code of Offenses by officials imposing penalties through clear definitions of norms. Furthermore, the document increases the responsibility of conscripts and those liable for military service for non-compliance with military registration rules by raising fines.
The voting on the bill took place without discussions.
According to the new amendments, the amounts of contributions for alternative service are increased as follows:
- for citizens called up for family circumstances - 250 calculation indicators;
- for citizens with disabilities due to health reasons - 400 calculation indicators;
- for members of registered religious organizations - 500 calculation indicators;
- for citizens aged 22 to 40 who have not served in the military or have served alternatively but wish to participate in mobilization reserve training - 750 calculation indicators (75,000 soms);
- for those liable for military service under 30 years old, registered in the first category of military accounting and holding a higher education degree, wishing to undergo training for reserve officers and receive their first military rank - 900 calculation indicators (90,000 soms).
- The fine for violating military registration rules for those liable for military service and conscripts will be 100 calculation indicators (10,000 soms), while the current measure is limited to a warning or a fine of 10 calculation indicators.
