She noted: "The regulations are being violated, as the bill should go through the second reading no earlier than three days later. Why such haste?"
In response, Sharshiev stated that the urgency is related to the start of the spring conscription campaign.
According to him, "the conscription occurs twice a year, and the presidential decree on the start of the spring conscription has already been issued. We need to pass the bill in order to get it to the executors."
Shairbek Tashiev also expressed dissatisfaction with the expedited process.
He remarked: "If the bill needed to be adopted, it should have been presented in advance, a month ahead, to avoid violating the regulations. At least two weeks should pass between the first and second readings, not three days."
Burun Amanova added that the current process of adopting the bill creates the impression that the Ministry of Defense prefers alternative service over actual military service.
Nevertheless, after the discussion, the deputies approved the bill in the second reading.
