The proposed document provides for the exclusion of specific amounts of contributions established by current legislation:
- alternative service — 18,000 soms;
- mobilization reserve fees — 50,000 soms;
- exemption from conscription into military service with enrollment in the second category reserve — 25,000 soms.
Instead of these fixed amounts, it is proposed that the sizes of contributions to the republican budget will be determined by the Cabinet of Ministers of the Kyrgyz Republic.
In addition, the draft law proposes to increase the fine for non-compliance with military registration rules by military personnel or conscripts tenfold — from 1,000 to 10,000 soms.
After the adoption of the draft law, it is also planned to amend subordinate legislation, which anticipates a significant increase in contributions, considering the current economic growth and inflation rate:
- for citizens aged 22 to 40 who have completed alternative service and wish to undergo mobilization reserve training — 75,000 soms;
- for military personnel under 30 years old, registered in the first category reserve and wishing to undergo mobilization reserve training to obtain the first military rank of officer — 90,000 soms;
- for citizens called to alternative service due to family circumstances — 25,000 soms;
- for citizens called to alternative service with health restrictions — 40,000 soms;
- for citizens over 25 years old, who have not served in the military or alternative service and do not wish to undergo mobilization reserve training for enrollment in the second category reserve — 50,000 soms.
Deputy Minister of Defense Talaybek Sharshiev, responding to deputies' questions, reported that in 2024, due to all fees provided by law, the budget received 1 billion 200 million soms, of which about 700 million soms was allocated to the Ministry of Defense.
Deputy Dastan Bekeshev proposed to approve the draft law but with a one-year delay in its implementation to "avoid creating a negative mood among people before the presidential elections."
As a result of the discussion, the draft law was approved in the first reading.
