The Ministry of Defense of the Kyrgyz Republic proposed to increase the amounts of fees related to alternative service and mobilization reserve.
In particular, the draft law contains a proposal to raise the amount that citizens must pay for conscription to mobilization reserve exercises from 500 calculated indicators (50,000 soms) to 750 calculated indicators (75,000 soms). The cost of participation in the officer reserve training program will also increase from 70,000 to 90,000 soms.
The changes will also affect alternative service. Currently, the amount is 18,000 soms for citizens called up for family circumstances and 25,000 for those with health limitations. The new draft law proposes to set the amounts at 25,000 and 50,000 soms, respectively. For citizens registered in religious organizations that do not allow the use of weapons and military service, an increase from 25,000 to 50,000 soms is also proposed.
In addition, it is planned to increase the fee for enrollment in the second category reserve for citizens over 25 years old who have not undergone military or alternative service and have not expressed a desire to participate in mobilization reserve exercises. The current fee is 25,000 soms, and it is planned to raise it to 50,000 soms.
The Ministry of Defense also intends to increase the fine for violating military registration rules for military personnel and conscripts: from 10 calculated indicators (1,000 soms) to 100 calculated indicators (10,000 soms).
The justification for the draft law states that the current calculated indicators were established in 2017, and the new fee amounts are proposed to be changed in light of economic growth and inflationary processes.
