
The Cabinet of Ministers plans to revise the old contribution amounts due to rising salaries and inflation.
The Cabinet has proposed a revision of the rules regarding payment for alternative service and the mobilization reserve. Currently, the draft law is under consideration by the Jogorku Kenesh in its second reading.
According to the explanatory note for this draft law, the current contribution amounts were established back in 2017 and no longer reflect the real economic situation. For example, in 2017, the average salary was about 14,300 soms, and forecasts for 2024 suggest it will increase to 35,791 soms, which is more than double the previous figures.
As a result, the contributions for alternative service and the mobilization reserve are considered insufficient today.
The proposal is to eliminate fixed amounts from the legislation and grant the Cabinet the right to independently set the amounts of payments. The authors of the draft law believe that this measure will allow for prompt changes in the future without the need for lengthy amendments to the laws.
It is also planned to increase the amount of contributions:
- for citizens aged 22–40 who have not served and wish to undergo mobilization reserve training — from 500 to 750 calculation indicators;
- for those wishing to become reserve officers — from 700 to 900;
- for those called to alternative service due to family circumstances — from 180 to 250;
- for health reasons — from 250 to 400;
- for religious beliefs or participation in socially useful work — from 250 to 500;
- for men over 25 who have never served — from 250 to 500 calculation indicators.
Additionally, the draft law proposes to increase fines for violations of military registration rules, which will be clearly defined, eliminating the "right of choice" for inspectors, which should help reduce corruption risks.
The authors of the initiative claim that the proposed changes will help establish a system that is fairer and more aligned with the current income of the population. This should also contribute to strengthening discipline among conscripts and those liable for military service.
If the draft law is adopted, subordinate legislation concerning military registration, alternative service, and the mobilization reserve will be revised. This will allow the state to regulate contributions more flexibly, which, according to the Cabinet, will increase citizens' responsibility and reduce opportunities for abuse.
