During the meeting of the Jogorku Kenesh, a draft law was adopted concerning amendments to several legislative acts of the Kyrgyz Republic, including the Code on Non-Tax Revenues and the law on universal military duty. This decision was approved in the first reading.
Defense Minister Ruslan Mukambetov reported that the main goal of the draft law is to establish the amounts of contributions for citizens undergoing alternative service, as well as to determine fees for the mobilization reserve and training of reserve officers.
In particular, the draft law proposes to increase the amount of fees for the mobilization reserve to 750 calculated indicators, which is equivalent to 75,000 soms, instead of the current 500 calculated indicators (50,000 soms). Additionally, it is planned to raise the cost of training under the reserve officer program from 70,000 to 90,000 soms.
The changes will also affect alternative service. For citizens called up for family reasons, the fee will increase from 18,000 to 25,000 soms, while for individuals with health limitations, it will rise from 25,000 to 50,000 soms. The increase will also apply to citizens who are members of religious organizations that do not permit carrying weapons and serving in the army, from 25,000 to 50,000 soms.
Furthermore, it is planned to increase the fee for enrollment in the second category reserve from 25,000 to 50,000 soms. This applies to citizens over 25 years old who have not undergone military or alternative service and do not seek to undergo mobilization reserve training, provided there are no materials regarding draft evasion.
Additionally, the Ministry of Defense proposes to tighten liability measures for violations in the area of military registration. Fines are planned to be increased from 10 calculated indicators (1,000 soms) to 100 calculated indicators (10,000 soms).
It is justified that the current amounts of calculated indicators were established in 2017, and their revision is due to economic growth and inflationary processes.
