A driver's license will now be required to operate a moped
A draft law concerning changes to traffic safety rules is being considered at a meeting of the Jogorku Kenesh.
This draft law proposes tightening penalties for driving a vehicle under the influence of alcohol or drugs. In cases where violations lead to serious consequences, the possibility of probation is eliminated. Additionally, prison sentences are increased, and mandatory revocation of driver's licenses is introduced. The responsibility for refusing to undergo a medical examination and for speeding in areas where photo and video monitoring is conducted is also heightened.
Furthermore, under the new law, mopeds will be classified as mechanical vehicles, which requires their mandatory registration. Operating a moped of category "A1" is now only possible with the appropriate driver's license. The main goal of this law is to reduce the number of traffic accidents and enhance road safety.
Deputy Dastan Bekeshev noted that under the new draft law, scooter users will be equated to pedestrians. The authors of the document distinguish between drivers and pedestrians, including in the latter category people using wheelchairs and scooters. Bekeshev emphasized the need to classify scooters into a separate category and create specialized paths for their movement to ensure pedestrian safety.
