Those responsible for torture in Kyrgyzstan will be punished not only among law enforcement officers but also among teachers and doctors.


The Jogorku Kenesh reviewed and approved in the second reading the draft law on criminal liability for torture, initiated by the Cabinet of Ministers.


In the second reading, the draft law aimed at tightening criminal liability for the use of torture was adopted by the Jogorku Kenesh of the Kyrgyz Republic.

According to the document, criminal liability will apply not only to officials but also to other employees acting in an official capacity. This concerns the use of both physical and psychological violence in the course of their professional duties.

The category of individuals subject to this norm may include teachers, doctors, caregivers, and other specialists who possess authority or official powers over citizens.

The draft law will also supplement the Criminal Code with a new note that clearly defines who is considered to be "acting in an official capacity," which will help avoid possible discrepancies in law enforcement.

The initiative to develop this draft law was put forward by the Cabinet of Ministers of the Kyrgyz Republic.
