The Ministry of Culture of Kyrgyzstan is developing a bill on bloggers

The Minister of Culture, Information, and Youth Policy of Kyrgyzstan, Mirbek Mambetaliev, announced that work has begun on a draft law that will regulate the activities of bloggers.

According to Mambetaliev, this law will complement the previously adopted legislative framework concerning mass media and will focus on the specific influence of bloggers.

“We need to clearly understand who exactly is a blogger. They have their own subscribers and audience, which they influence. Although they do not fall under the category of mass media, their dissemination of information requires a certain level of responsibility,” the minister noted.

As an example, he cited bloggers who work as civil servants and have their own blogs.
“There are bloggers working in government structures who have, say, 5 or 10 thousand subscribers. They inform their audience by sharing official news. On the other hand, there are bloggers with 50-100 thousand subscribers and even over a million, who engage in advertising and entrepreneurship. This is also a form of entrepreneurial activity. Therefore, we need to create conditions that satisfy the interests of all parties,” added the head of the Ministry of Culture, specifying that the draft law will be ready by 2026.
