Lawmakers approved a bill to reduce the number of state awards
Justice Minister Ayaz Bayetov noted that the proposed changes are aimed at streamlining the existing award system, updating it, and enhancing the prestige of state awards.
The main objective of the draft law is to create a system of the highest honorary titles that will reflect the moral recognition of citizens' contributions to the state and society, as well as eliminate duplicative norms and increase the significance of awards in society.
Out of the 46 existing types of state awards, it is planned to retain 18, as well as introduce two new highest honorary titles: "Honored Figure of the Kyrgyz Republic" — for outstanding contributions and the creation of significant results at the national level, and "Pride of the Kyrgyz Republic" — for feats and achievements that have become symbols of national pride, including heroism and international successes.
In addition to this, it is proposed to establish the "Erdik" order in a new form, without degrees. Furthermore, only 5 honorary titles at the state level will be retained: "People's Artist of the Kyrgyz Republic," "People's Writer of the Kyrgyz Republic," "People's Painter of the Kyrgyz Republic," "Honored Figure of the Kyrgyz Republic," and "Pride of the Kyrgyz Republic."
The existing award system will exclude the "Danaker" order, the "Erdik" order in three degrees, the honorary title "People's Poet of the Kyrgyz Republic," the Honorary Certificate of the Kyrgyz Republic, and the second category honorary titles "Honored."
The authority to establish the Honorary Certificate and the titles "Honored" will be transferred to the Cabinet of Ministers.
Ayaz Bayetov added that over the past 15 years, excluding the "Batyr Ene" order and the "Ene Danky" medal, 1,034 state awards, 2,837 honorary certificates ("ardak gramotasy"), and 2,215 honorary titles ("ardak naam") have been awarded in the republic.
Some deputies emphasized the importance of reform in the area of awards, taking into account the opinions of both colleagues and the public.
