The deputy opposed the exclusion of the title "Honored" from the state awards system

At the meeting of the Jogorku Kenesh Committee on Constitutional Legislation, held on January 13, Deputy Marlen Mamataliyev expressed disagreement with some aspects of the draft law concerning the reform of the system of state awards and honorary titles.

He noted that the titles in the "honored" category should remain in the system of state awards, as they serve as an important means of recognizing the merits of professionals who have worked in their field for a long time and strive for high achievements.

“Excluding these titles from the system of state awards and transferring their regulation to the level of the Cabinet of Ministers and ministries could lead to a decrease in their status and significance. A person dedicates their life to achieving a certain level, and in the end, they may be left without this title. This is wrong,” Mamataliyev stated.

He also supported his colleague Gulnara Akimbaeva and expressed the opinion that combining the concepts of "writer" and "poet" within the framework of the draft law is incorrect. “These are different directions in creativity, and such a combination could lead to the loss of the separate status of poetic art,” the deputy added.

In response, Deputy Minister of Justice Kuban Kazakov stated that previously awarded titles would remain in effect along with all social guarantees, and the proposed changes are aimed at optimizing and organizing the award process.

If the law is adopted, the procedure for awarding the Honorary Certificate and conferring the titles of "Honored," which previously had the status of state awards, will be determined by the Cabinet of Ministers.

Meanwhile, deputies Kubanychbek Samakov and Gulnara Akimbaeva proposed to completely exclude the titles of "Honored," arguing that even 20 types of awards are too many. In other countries, such titles do not exist, and renowned artists generally do not have such awards.

Kazakov added that an interdepartmental commission would be created to review the situation. As a result, the number of awards will be less than in the 2023 law. According to him, it is impossible to completely exclude honorary titles, as it is a constitutional authority of the president to confer honorary titles.
