In Kyrgyzstan, a minimum alcohol threshold for drivers may be allowed


In the Jogorku Kenesh, a draft law was adopted in the first reading that proposes significant changes to traffic rules and the operation of tow trucks. The initiative's author, deputy Dastan Bekeshev, suggests revising the approach to punishing drivers and legalizing small two-wheeled vehicles.

According to the new proposals, the towing of vehicles should only be applied in exceptional cases. The deputy claims that vehicles should only be taken to a penalty parking lot in situations where they create a traffic jam or obstruct emergency services. In all other cases, Bekeshev believes that inspectors should limit themselves to imposing fines, avoiding additional problems for drivers.

Another important change concerns the fight against corruption and abuses, as the draft law proposes to introduce permissible levels of alcohol content in the blood. This should help prevent cases where drivers are unjustly punished for consuming kefir or alcohol-containing medications.

Significant attention in the new document is also given to moped and motorcycle owners. Bekeshev advocates for their full legalization through mandatory state registration and obtaining state license plates. Currently, many such vehicles are used without documents, complicating the process of identifying those at fault in the event of an accident. Additionally, the deputy noted that it is necessary to legally distinguish between pedestrians and users of electric scooters, emphasizing that means of individual mobility should have a separate legal status to ensure safety on roads and sidewalks.
