Dastan Bekeshev proposes to legalize motorcycles and regulate car towing.
In his proposal, Bekeshev emphasized the need to clearly define the conditions under which vehicle towing can occur.
“Currently, there is no such regulation. The towing business is thriving, as the cost of the service is 1,600 soms for transportation over a distance of 3 to 7 kilometers. At the same time, there is a risk of damage to the vehicle, for which no one is held accountable. Towing should only be conducted in exceptional situations, for example, when a vehicle obstructs emergency services or is parked in a prohibited area,” the deputy noted.
Additionally, Bekeshev suggested establishing threshold values for determining the state of intoxication.

“The use of medications or even kefir can lead to an alcohol tester showing a positive result. Although in reality, the driver is not intoxicated. These thresholds are important not to encourage abuse by drivers, but to prevent abuse by inspectors,” he added.
The deputy also called on the government to legalize mopeds and motorcycles, and then to organize their state registration and issuance of license plates.
“There are many mopeds and motorcycles in the country that have been imported without documents or with inaccurate information about engine power and volume. This leads to frequent traffic accidents, and drivers in such cases often flee, making their identification difficult. It is necessary to restore order on the roads. Furthermore, I believe that means of individual mobility, such as scooters, should not be equated with pedestrians,” he emphasized.
It is important to note that the bill was adopted in the first reading.
