At the off-site meeting of the parliamentary groups of the Jogorku Kenesh "Mekentchil" and "Ata Jurt," held on January 16, Deputy Nurlan Azygaliev raised an important issue regarding the funding provided to Bishkek from 2013 to 2015 for the construction of a waste processing plant.
The deputy pointed out the total amount of 22 million euros, of which 3 million euros were allocated as grants, 11 million euros were provided by the European Bank for Reconstruction and Development, and another 8 million euros came from another donor. He also noted that investigative actions are currently underway regarding this project and inquired about the amount that remains unspent.

In response, the mayor of Bishkek, Aybek Junushaliev, confirmed that the investigation is indeed ongoing. According to his information, as of now, there are 6.8 million euros remaining for the project, and the city administration plans to allocate these funds for other city needs.

According to Junushaliev, Bishkek is facing serious problems in public transportation, as well as traffic jams and congestion. In this regard, he emphasized that if there is a proposal to redirect the remaining funds to waste management needs, the city will oppose it and refuse.

Deputy Azygaliev also raised the issue of potential fines and credit obligations. The mayor added that Bishkek continues to repay the loan associated with this project until 2028, with annual payments amounting to 142 million soms, of which 118 million is intended for the sorting facility, and 24 million is for "Tazalyk." Junushaliev noted that the city did not achieve the expected results from the project but continues to fulfill its financial obligations.

He also reminded that the discussion of the amount of 22 million euros took place back in 2022 during the president's visit to the landfill, and law enforcement agencies were tasked with determining how these funds were used. The mayor added that out of the 16 million euros spent, only one small structure was built for a total of 900,000 euros. He also reported that the remaining 6 million 280 thousand euros were not used because the city administration could not determine how to allocate them.
